You might want to check with the lady again.
I've only heard of US visas requiring square 2x2 size.

For Canadian PR, I submitted photos with initial application in the size they requested(45x35)....

just my opinion:
Your PPR will probably come within 1 year of submitting medicals. They try to not make people redo the medicals (and the visa stamp is valid upto the 1 year anniversary only)

The letter is standard. it is a request for more info.
I got the same when they wanted police clearance from FBI, and updated bank statements, and later again when they wanted medicals and photos.

I followed their instructions religiously.
Had to fold the prepaid 9"x12" into half to fit inside the pre-addressed grey envelope that they expected me to send my passport in.

I think it is illegal to send your passport by mail or something (check past posts on this).
Maybe you could send it by-hand via a friend going to the US, and then he/she could mail it to buffalo....

My mother tongue is 'Konkani', an indian dialect spoken by a small community of people.

This dialect has no "script".

From what I heard earlier on this forum, NO. you have to start all over again. I know its a pity, since Im in the US as well, and have a really good credit history.
