And how about this:
If you live in a hostel for 4 days per week and you just sleep in the hostel and you put that address for the citizenship ceremony, could that be considered fraud ?

If you rent 2 houses, 1 in the city and 1 in other council, and you live some days in the city and some days in you other house and you give the city address, is that fraud ?

I guess it is not...

The people for the Australia day were already selected, so there remains 130 (approximately) in the waiting list.
The citizenship ceremonies in Kogarah are for 50 people, so those 130...

In my council I would need to wait many months because there is long, very long waiting list.
