It is very difficult for anyone to advice about remarking except the trained IELTS teacher who has assessed you writing.

I was also in the same boat few months back, desperately trying for 7 each....

Sorry to bother you again.

As he will cross age band on 2nd April 2014, and based on the assumption that his EOI will be approved before April 2014. Then he will apply for visa application.
