I should note that this is only really relevant to tradies such as plumbers or electricians, as I know they definitely need a licence to work and therefore it would be a requirement for this visa....

Yes he has successful offshore technical skills record from VETASSESS, therefore he has been granted provisional licence.. please tell me this is enough!
