Yes this is true, I am below the Cyprus tax threshold at €19.500, a benefit at the moment to paying any tax's here on the island

No not saying there is no need for a license as knowing the Cypriots there most certainly will be, only to say they do not make you pay a license fee here for either for TV or radio.
