Hi..not strange. We received the same letter after NVC approval. They usually send the paperwork to the embassy the same day they send you this letter...sooo, good news for you :)

First of all, I assume your daughter has filed for a K-1 visa for her fiance? Depending on where she lives and what service center she filed through you can look up the processing...

Very strange indeed.. but sounds like you have been approved. Who knows what happened - they are crazy! I would wait a couple days and call the NVC to see if they have received your papers :) Good...
