They most certainly do do background checks on you when you enter Canada legally. How do you think they know whether or not you and inadmissible or not?? Canada has very strict immigration policies...

Thanks Gozit that makes sense, we were looking for professional babysitters that are CRB/reference checked through a child care agency. As I mentioned previously these agencies do exist in Canada...

Thanks guys - this answers my question. I think I will start the postal process asap just to get the ball rolling and not lose out on the LMO activation.

Apologies I wasn't clear. The expiry date in question on the LMO is the date by which I need to apply for a TWP, otherwise the LMO approval lapses. The LMO itself has been approved for 4 years.
