Yes, It's a bit hard to tell!!!

We'll just have to wait until he confirms his situation. Certainly, if he has moved and is PR, then unfortunately he is unable to claim LAFHA.

There have been a number of precedents set where 457 visa holders have been extended past the four years and continued LAFHA, and you are correct, you will not find them on the ATO web...
