Would the National Chaplin for the Veterans of Foreign Wars be acceptable?

Also would he sign the picture only or also fill out section 9 on the C1...

I am a British citizen I have family in the U.K., but have not lived there for 18 years.Can an American counter sign my Application? Thanks in advance James
