Normally people who got stuck in Canada in AP fly back to india/home (with his passport) and as their visa is ready, the person gets a visitor visa for Canada and then get his passport stamped.

In EB-3 retrogression applies to all countries but in EB-2 (depending upon country of birth) priority date is current for all countries except India, China etc. EB-1 or EB-2 NIV is the best way but...

Normally yes. Many people did it successfully.The DMV doesn't bother/care about the owner of the car they want to see only the liability insurance (as the car should be safe on road).
