I don't know what happens over in Western Australia, but here in Queensland after buying the land, and the costs involved in building the house there is also a rather large fee payable to the council...

Any rental address should be fine. I can't speak for the other states, but in Queensland we have Queensland Transport "shops". There are three such shops within about 20 minutes to 35 minutes drive...
