No, it means you can apply for a Working Holiday Visa until one day before your 31st birthday (at least according to the current rules).

But to get 30 points for your age for a 175/176 visa...

As an online applicant you should use forms 26EH and 160EH, you can download them from the application status website.
And you also should bring two passport size photographs (unless you're onshore...

If you applied online you should have a link to both forms 26EH and 160EH in your online application status. These forms should already contain the necessary information (such as TRN).

Here's the progress: I've got my visa!!!!

It took exactly one month after the meds turned to finalised (but I think that was mainly due to one missing document for my NSW...
