as a native Azeri living more than 15 years in Turkey I would like to say some..

Baku is better for you guys,
Only Baku has diplomatic missions which you will need,

In most former Soviet countries you can extend your visa at MFA ( Ministry of Foreign Affairs ) Consular Department.I know this for sure for following countries;

Georgia
Azerbaijan...

if you are British citizen than call UK embassy and get assistance,
if you are Ukraine citizen and your family live in UK on visa status than visit visa,
