CHC requested more information (including letter from employer regarding indeterminate employment on receiving PR) in January of 2005...

We didn't use a courier, just registered mail at about $13. You can only track it until it leaves Canada though and don't bother buying the receipt card (another buck or so) that they mail back,...

Iaink is correct on the WP question.
As for having a WP and being in Canada while applying for PR improving the timescale, I can say that in our case it didn't.
