Thanks for the feedback. I did see the LCA number is notated on the E-3 visa itself. I also know that LCA does not include an employee's name.

Yes, you can apply in Europe, I did mine in Frankfurt, Germany a little over a year ago and it was pretty straightforward.

The only touchy question I got from the consular was why I was in Germany...
