I am in the "waiting period" where I (and my spouse) have been approved by Quebec for permanent residence, the Federal application payment has been taken, just waiting the 19 months...

For Federal Skilled Worker, you need a job offer.

But since you have the CSQ, you don't need to apply under Federal Skilled Worker, you can apply as a Provincial Nominee/Quebec Skilled Worker...

I think it's ok - all you need to do is find a new job, then provided you can present your CSQ and proof of permanent residence application payment, you will be issued a new work visa automatically...
