Thank you, since she is fully dependent on son and lives with son,most/all of expenses are under sons name, like utility bills, mortgages and so on. The only thing I can think of after discussion...

I completely understand that. But one attorney I talked to told me that although he is my brother, he is minor child of my mom, and hence he can immigrate with mom, and that’s why I am confused.
