Great, so I need roughly a year and a half in Canada to renew then.

8/10 months? Well it does beat PR acceptation times i guess its good :) we migjt go this way

I have been back but just for holidays. So, in order to renew my Pr i have as late as feb-mar 14 to move back to Canada correct? Thought my 6 months counted in the total 2 years needed.

I found cheap car insurance in Quebec (BelairDirect), $800/year for a Nissan Primera (Sentra here) or similar, so hopefully there are some cheap options in Ontario too, even if not at those levels.
