Good offshore account

Hi all, I'm looking for a good offshore account that can give me regular access as needed to use for bills payments etc.

I thought that if set up as Non-Resident for tax purposes (P85) it's possible to send money back?

The reason for sending back in AED is to pay for a 12 month forward contract to lock the exchange...
