It's a bit like moaning about the South of the UK and snow for example though - it's highly irregular, so to spend fortunes in designing and building 'defences' against it is just pointless. A day of chaos every year or two is far easier to deal with.

Factor in the fact that the drainage is actually pretty well designed but very poorly maintained and you're about there! They spend a fortune on detailed drainage designs only to let them fill up with sand. Then it rains and the capacity is significantly reduced.
