I'm fairly certain Etisalat throttles VPN connections: my 16 MB/s line goes down to 1 MB/s or so when on VPN. I've tried UDP, TCP, ports left right and centre and nothing sticks so far.

why don't you just download your TV via a torrent site, I don't have a VPN and watch UK telly all the time

This from the message boards of the VPN service I use, related specifically to a question about Etisalat throttling VPN, answered by the support gadgy:
ISP can throttle PPTP/L2TP connection but not OpenVPN
OpenVPN can be reconfigured to use any port so can bypass this.
We strongly recommend customers from Middle East use OpenVPN connection

You need to test the connection to a UK server with and without the VPN on. To test to a server in Doha vs. one in the UK is not a fair comparison.

As the VPN support guy said, they can configure OpenVPN to use ANY port, effectively bypassing whatever "protection" system Du have in place. It's like the police setting up road blocks only on the M4 out of London to stop traffic heading for Reading...
OpenVPN must be configured at both ends (yours and the service provider) to bypass these roadblocks.
