You'd think we have enough shops already wouldn't you, although the big malls are packed at the weekends. That said, I don't think everyone is buying stuff as people just seem to go in order to wander around as they can't think of anything else to do.

Take a look at Photo No.4 on the Link! - Therein lies the answer.

The article also mentions 'Footfall' at Dubai Mall. 'Conversion' is a more accurate barometer. Watch the people in any mall - Are they carrying bags? - Have they bought anything? Or are they just 'Window Shopping?'

that is so true, I always look and see what bags people are carrying, the majority are carrying carrefour bags in MOE, not many sporting designer shopping bags. Wafi is the worst, I think everyone goes down there to look around but not buy.

Well, the thing is - governments think PPPs are free money. It rarely works that way and they will be on the hook for guarantees etc - guarantees, that I doubt they will be able to provide.

Still, never say never, stranger things have happened and all that.
