JESS receives funding from Emirates on the guarantee that emirates kids will have a place.

I think JESS need to change their admin staff or their standard email response. This is a line from an email I received from them regarding placement for next year.
Due to the huge expansion currently taking place in Dubai, many of our Primary year groups have become extremely over-subscribed. We have therefore felt it necessary to take the decision to close the majority of our Primary waiting lists to all but corporate-debentured applicants or future Foundation 1 siblings of current JESS children.

The total number of schools in the world that do that these days is.... er.... one, I imagine............ feels like the London Borough of Islington, circa 1985.

Aus is the same, siblings get priority over new enrolements. It's worked well for me in the past when I've got an older child that they can place because there are places in the older grades - my younger kids then jumped the queue ahead of kids on the waiting list without siblings. It's justifiably p**sed a few people off who've had kids on the waiting list since birth and then I waltz in and get all three of mine in because they have a place for my eldest.

In Australia, Government schools can turn away people, not living in the "catchment area" of the school. Some private school's give priority to those living within the schools "parish" as most private schools in Aus are church schools.
Aus is the same, siblings get priority over new enrolements. It's worked well for me in the past when I've got an older child that they can place because there are places in the older grades - my younger kids then jumped the queue ahead of kids on the waiting list without siblings. We put our younger child on the waiting list when we enrolled our eldest, so really we have been on the list ages too!

Most independent schools in the US and UK give sibling priority in admissions. The degree of priority varies from place to place.
Makes sense, after all. Keeps the family donations at one school and fosters school spirit. Mind you they'll only go so far and if your youngest is a dunce there's little hope.
