I wonder if it could be done as a number in relation to 100,000 licenses issued, how much it would change.

China and the Dominican republic are the places I have feared for my life on the roads though, My Taxi driver in China had to stop twice to have a piss obviously having been drinking all day - My alternative was walking in the snow along the same unlit road not knowing where I was going. Awful

Kix's excellent point is ably illustrated by the figures for Oman. Most people there drive, although I'll admit there are still many, many labourers and maids there who don't.
I've heard too that Oman don't count fatalities as a road statistic unless one dies at the scene of the accident.

That's true. Die en-route, or at the hospital, and you don't count. You also don't count if you are under 18yrs old. So, those window piercing missiles known as "babes in arms" also don't count.
