He's been saying that for a while, so it's not really anything new. He's looking at the possibility blah blah blah. It won't happen.
Qatar bid for a 32 team cup. Everything is on their side. As much as the neighbours would love to see Qatar having to share it, there's no way Qatar will accept it, especially after all that's happened.
IMO Qatar will just plough on regardless, good or bad WC. It's their baby.

Stop a second, ask if FIFA or Qatar have more weight in the argument of them sharing it or not.
I honestly think if FIFA want them to share with UAE / Bahrain etc then they can probably make them.

And let's not forget that there's a whole world of politicians out there who would use the sharing as a way to potentially end the GCC crisis?

I'm sure it'll all be cleared up soon.
