Considering the article is nearly a year old, and came from an architect in Warsaw who "admitted he had yet to source potential investors to launch the proposal.", I guess this can be written off.

Had Mr. Krzysztof Kotala proposed an underwater brothel it may have gained more traction. A tennis court would never had worked.

Quite surprised they haven't announced plans over here to build an underwater football stadium yet...

The article mentions fish farming ... so will we see 'Salmon Fishing in Saudi Arabia' (as opposed to 'Salmon Fishing in Yemen')?

There's bugger-all to see underwater in Dubai. All the offshore construction over the last 15 years put paid to that. If you want decent snorkelling or diving, you have to go over to the east coast.
