Yes and you could tell it was a rush job. But I believe now that they have sorted out the sub-standard and dangerous fencing but the bridge joints have a lot to be desired.

It may not be a new road to you lot, but I didn't even know of its existence until earlier this week!
I won't be finished at Le Meridian until 6.00pm so I assume I will hit dreadful traffic getting out of AD. Will getting on this 'new' road be a much better route out then? I am guessing so. Is it well signposted from the AD end?

Traffic last night was backed up in SHZ all the way to the Marina due to a major pileup near TECOM. Coming from the opposite direction it still took me twenty minutes to get from the Hessa Street exit to my apartment via Knowledge Village so I ended up getting out of it pretty well, and from my balcony I could see the traffic on Hessa Street backed all the way to Al Khail.
In other words, you could be fine or all hell will break loose. Luck of the draw.

I used to work at mina port and travelled around 6pm to Mangrove (o/s of Musaffah bridge) never any issues.
