When you say high tensile you mean a higher yeild strength than 500MPa conforming to BS4449?

The UAE and even the KSA bar isn't exactly terrible, although generally if we need to use higher Spec steel well bring in stuff from Europe - VSL (Annahutte) etc.

So when companies make such substandard critical products, aren't they concerned about liability , bad PR ?.

I was about to say why they wouldn't consider the deadly consequences of their actions but then remember this is the MidEast, though even here in the US some major companies knowingly do things that are seriously detrimental to peoples' lives. Still not as bad as the MidEast/Asia.

We have a similar problem here. Lots of machine-shops and plumbers here complain about the piss poor quality of Chinese pipes and steel.
