It's the same for Minutes in Ibn Battuta and MOE. The only one that I could find that still did it was in Deira City Centre Mall, bottom level i.e. same as the car park. I got mine cut there 3 weeks ago no problems, 12 AED, 5 mins. They even do car keys with official blanks!
