There is a new International Shooting Club opening in AD soon at Al Forsan.
Has nearly every type of shooting you could wish for, I think the rifle range is 300m.
Was supposed to open in March but like most things here there have been delays. As to gun ownership, I think it is a non-starter here for non-locals.

Going back to the OP - it is extremely unlikely that you would ever get perimission to build a range without neccessary wasta, cash or a sponsor.
On the positive side, there are no federal (or indeed local) regulations on the construction or operation of shooting ranges
So you can build pretty much what you want

Opening will be after Ramadan, maybe longer. I think it will be a private club initially. It has a 25 and 50m indoor plus 300m baffled outdoor range.
