What is a human piloted drone, isn't that err... a fixed wing aircraft or helicopter ?
If it's human piloted then it isn't a drone .

Drone is the popular name for UAV = Unmanned Aerial Vehicle. You are quite correct, this is not a UAV and it will have to be licensed/flown in exactly the same way as other small aircraft.

Yeah but calling it a "human piloted drone" allows them to call it " “The Flike is the world’s first human piloted drone. It has been developed by Hungarian company Bye Gravity which will be launching the first batch of its production ‘tricopters’ in early 2016.”
I much prefer this Australian hover bike, which has a neater and more compact design

I think it would be OK as long as the blades are enclosed and you never have to operate it at an altitude lower than you could deploy a parachute.
