The entire population is one billion+, 50% approx are middle class, and have more en suites than you will ever see in Europe.
Of the rest, the majority will have inside or outside toilets. Those that do not will obviously be in the millions because of the large population.

(The large hut-ment areas in Mumbai for instance have and use open sewers. However previously when the government has rehoused such people in flats, some immediately sell up and go back to the huts.)

UP- is one of India's poorest States. You misread the figures it is 80% of the world not, 80% Indians. As India has one of the largest of world populations obviously the actual numbers are going to be high even if a small percentage.

It happens mostly in the the rural areas of the poorist northern States.
How would you have solved the problem given 69 years to recover from 90% poverty?

Hard work, inventiveness, self-awareness. There are several good examples of countries which have developed into world-class economies with a pretty difficult start. And, unfortunately, many more which have pissed it all up against the wall. Religion plays a large part (arguably its the dominant factor), but I'm not entirely sure why India's still so screwed up -- maybe the caste system is just another form of religion.

Putting a few quid into infrastructure over the last 60 years wouldn't have hurt either

Have you seen the number of airports, new motorways, metros, rail tracks etc? The Konkan railway for example.
