The police report allows the mechanic to fix a car.

It really means "we know about the accident that caused this damage and you are not concealing evidence of a crime".

A decent mechanic will not fix a car without one.

\Even if they do believe you, they may be inspected by the authorities without notice.

Yes that's true...Before the police used to impound cars with no accident reports, now, they are impounding all the cars in the garage, and are taking the garage owner/manager to the station until the documentation is presented...No garage owner would want that hassle...

I had a car scratch and to paint it I had to get a police report. Anything to be done on the car would need a police report. Except minor problems, such as mechanical failures, electric problems, or any engine related issues. Anything else such as the body of the vehicle to changing the rims, officially you would need a police report. Its very easy it takes couple of minutes. If you can drive the car I would suggest to drive it up to the nearest police station and get started if you can't just dial 999 and they would be more than happy to assist you.
