I am an Indian citizen , have stayed in the UK for 2 years, and I recently came back from UK , now I applied for one student visa in Ireland , does anybody know whether I submit or not the Uk police clearance certificate to Irish embassy ?

No, its under a different jurisdiction.
When you arrive in Ireland you go to nearest Garda (Police) station and get your visa form stamped and witnessed by a Gard.
You then apply for your student visa.
