Default "Council" tax?

I have been researching the cost of rent in Ireland and saw that there may soon be a tax on people living in council housing. If we were to rent from a private landlord, would there be a council tax to pay, such as in the UK? Thanks.

No. The landlord pays the LPT (Local Property Tax). Though in reality the landlord will probably try and jack up the rent to cover it.
