Some of the ACCOR Group offer W-LAN over T-Com.
But the use of the W-LAN is expensive.
If you need a hotel in Cologne, I can help you.

You can get a free dial-up connection in France at
http://www.wanadoo.fr/bin/frame2.cgi...099422928/int/
(Look for Accès Libre...you may have to click to get to the correct page).
If your French is weak, try an online translation service like
www.faganfinder.com/translate. They may have access in Germany or a similar
service may be available there. This service is very fast for dial-up and
you only pay for the cost of a local call.

Since I wrote this I noticed that Vodafone D2 in Germany are offering
wideband internet access (don't know whether you access it using
wireless network or mobile phone). Anyway it costs about 8EUR for
2hrs.

Vodaphone and T-Com are offering Hot Spots in Airports, Hotels, ....
But don't ask for the rates, it is so expensive, that it's nearly a
robbery.
