You take the bad with the good. I saw a few very attractive Germans
playing in the surf at Lido. My only bad experience was in Cyprus
where the 60+ ladies would come out to the pool to sunbathe while
people were still eating breakfast at the outdoor restaurant. I have
no problem with people of any age going topless, but there are some
thing I really don't want to look at while eating. Gave a good reason
to get up earlier and have breakfast done with.

All in all, my experience with European beaches are that toplessness
may be more or less common but is rarely frowned upon. Europe seems to
weigh more towards personal choice than society as nanny. About the
closest you'll see here in the western hemisphere in the French West
Indies.

Which reminds me of the time a British gentleman visited my company wearing
a pair of suspenders (US term, british term is "braces", I think.) I gave
him a compliment on how he was dressed, and remarked, "I really should pick
up a pair of suspenders sometime, and see if I like the look". You could
imagine his reaction. Quite funny before we both realized the language
difference.

Okay, just for you, I scanned a picture from my family album. It
features my grandma, her sisters and a cousin in a public pool, probably
near Chemnitz, Germany, about 1925.

As the picture looks a bit battered, it seems a likely supposition that
others were sharing your visual preferences.

I wouldn't get quite so snooty about it. The US has a fair number of
nude and topless beaches, and I get the impression that most European
women who do bathe topless tend to do it in countries other than their
own anyway. Many of the mediterannean countries where (mostly) northern
Europeans enjoy going topless and nude tend to be pretty conservative
when it comes to public nudity, while bathing or not.
