Spain no longer requires males to wear tops. That law was removed
from the books within the past 50 years.

Actually, that's my point. If "some men" should not be stopped wearing
speedos, then it's ok for the woman to reveal her unappealing breasts.

The beaches are public, but when it is chilly and windy males and females
all have their tops on plus a sweater or jacket.

The only 2? Strange. Topless is pretty much the norm.

Full nudity is allowed only in designated areas, although there are lots
of those too. In Munich for example in parts of the English Garden and
large stretches of the southern part of the Isar, but not the parts
right outside the Deutsches Museum.

Riding the trams along the English Garden in the nude was banned a few
years ago.

But nobody cares along the Isar anyway. I heard that police asked
sombody sunbathing nude at Hofgarten to dress at least at a minimum
level, but in the major parks etc. usually nobody will care.

Sometimes I wonder if North Americans are born dressed to feel so
uncomfortable about the most normal state of doing a thing like
sunbathing or swimming. At the same time, their culture developed funny
things like wet T-shirt contests, though.
