Scotland Seeking Immigrants?

A recent BBC World News show on PBS mentioned a Scottish Government plan to
encourage immigration to Scotland. Other than this brief item, I have not been
able to find any similar mention of this program.
Has anyone else heard of this? Any additional information would be
appreciated.

it's probably the Labour party trying to get English Labour voters to move
across the border to bolster the vote
that's my cynical opinion but here's the real story

I heard it. Had a feeling that the projections were based on a fairly brief
time slice, and that choosing other slices would have given different outcomes.
Some of my ancestors left Dundee (for work in Manchester) in the 1880s so it's
been going on for some time. They're envious of what's happened in the "tiger"
economy of Dublin.

If you are wondering if this will lead to easing of immigration rules for
Scotland, I'm afraid not. Scotland being within the UK, the Scottish
Parliament has no jurisdiction over UK's immigration policy, which is
decided by Westminster Parliament. Until (or if) Scotland attains its
independence, there are certain things which will not be devolved to
Scottish Parliament.
