My daughter this morning took a train from Senigallia to Milan to
catch a flight there. She had intended to fly to Milan, but since
dense fog has been causing severe delays at Malpensa airport, she
decided at the last minute to take the train instead. (Actually,
Alitalia suggested this course of action.)

Her train left Senigallia before the ticket office was open, and
Senigallia has no automatic ticket machines. Since my daughter speaks
little Italian, I searched out a conductor to explain that she wasn't
able to get a ticket before boarding the train. It doesn't matter what
reason you give for not having a ticket, or the impossibility of
buying a ticket at the station. The conductor was sympathetic but
firm. He suggested getting off the train and catching the next one,
when the ticket office would be open. However, that would have risked
missing her plane. There was a 25 euro surcharge on a 17 euro ticket.

My daughter called me from the airport and told me that the conductor
threw two other passengers off the train because they refused to pay
the surcharge on the grounds that there had been no way to buy a
ticket at the station.

It does seem unjust to charge such steep fines if the railroad
provides no way to get a ticket otherwise. This was an interregional
train, so we couldn't use an electronic ticket (good only on Eurostar
and some other trains). Some travel agents sell railway tickets, but
there is no travel agent near our small rural town. In any case, if
someone has to make a last-minute decision to travel, it may be too
late to get a ticket from a travel agent.
