Paris 10th arrondissement
I plan on staying at a cheap hotel in that area and have heard that it
is unsafe. Is this true? What it the area like otherwise?

Other than the Parc des Buttes Chaumont, there isn't that much in the area,
though it would be an opportunity to sample the Parisian's Paris. Why don't
you check out Jack's website
(www.jack-travel.com) and check his list of
inexpensive hotels in more interesting arrondissments?
