My experience has been that independent renters ( and many of the chain ones
as well) will bend the rules if you talk to them directly. Once they get the
feeling that you are not senile, and can drive, they accept you -- perhaps
with a slightly higher insurance rate, although I have not met that either.
I have done it several times, including at Gatwick just a few weeks ago,
where I made my pitch/plea via email.

My father rented a car at the age of 89, from Hertz I believe, in
the UK.

But the OP is asking about Ireland, where they have stricter rules about
insurance due to higher accident rate. All the rental companies I've looked
at had an upper limit of 75 (sometimes lower). Try speaking to someone at a
reputable broker like www.autoeurope.com, who is bound to know if it's
possible or not.
