Default No smoking in hotels in Europe

Is this correct that hotel rooms in Europe are no smoking?

Can you tell me if Rome, Paris and London hotel rooms are no smoking?

It depends on the hotel. Some offer no-smoking rooms, and others don't.

No.

Most hotels offer smoking and non-smoking rooms. However quite often the
number of smoking rooms is very small compared to the non-smoking,
especially in budget hotels who don't have the resources to clear up the
mess.

Currently in Ireland and Scotland (and in England from July) there will be a
no-smoking policy in all public areas, including hotel lobbies etc. However
there is an exception to allow smoking in rooms where the hotel has allowed
it.
