Spend five days each in London and Paris.
Or divide your ten days between Rome, Florence and Venice.

Assuming that it is a serious question, why does it have to be a City. There
are lots of mountains and beaches in Europe, too.

Are you alone, or a couple. Would you like, or not, meet other people ?
You have many different ways to travel :
1/ Go from town to town, mainly capitals, staying two or three nights in
each, visiting monuments and museums. This kind of visit is generally
easier with a tour. The operator will be in charge of the logistical part
that can be time consumming when on your own.
2/ Stay more time in a few elected places, eventually with some day trips
to have a look at some smaller towns.
3/ Rent a car and go where it pleases you, see the countryside, villages,
seaside, mountains. You can add some hiking, canoeing.
4/ Rent a car, an appartment in a resort or a small town, and explore the
surrounding. For example, explore a wineyard, an historical province, a
mountain region.
5/ Spend all your time in a leisure resort, relax, play golf, talk with
the people you meet, book some one one day excursions.
You will get more appropriate advices if you give some orientation.

I totally agree with your words. "City" restricted the suggestions into
a relatively small sphere. It doesn't cover many charming spots just
