Is there water transportation on the Thames in London? If so, does it operate
in October?

Yes, and yes (they go year round, as far as I know, with a range of
sightseeing and scheduled services).

There are a number of companies that do get-on-and-get-off river
cruises from various piers; one is

There is one service, possibly Circular Cruises at Westminster Pier, where
you can get a 2-day pass to take their boats as much as you like, all the
way to Greenwich and back. With a TravelCard (even as in my case a
short-term bus pass), I was able to get a discount from 12 pounds to 8
pounds. Now that it's summer, perhaps prices have risen, but it was a good
deal.
