These are NTP timeservers; Windows XP uses NTP to synchronize a
desktop PC with one of these timeservers by default. When NTP is
working correctly, it can keep the time on your PC within a few
milliseconds of the correct time.

It's possible that your Internet connection is somehow not allowing
you to get through to these timeservers, so XP can never set the time.

If you can find stratum 2 NTP timeservers that are accessible to you
locally, you can set the time via those. Or you can set the time by
hand periodically, although that's not very accurate. Or you can find
out why your time synchronization requests are not getting through.

You're making the assumption that all someone is judged on is physical
appearance; you're proven wrong many times over. Money is likewise
nothing to enjoyment in life past the basic necessities which you have.
Since you do there is no logical reason to suppose more money will make
you happy. Lottery winners end up worse off emotionally, physically and
financially a few years later routinely.
