Can someone tell me a good place to meet someone coming off the
Stansted Express train at Liverpool Street Station? I was there once
but do not remember much about it expept that it was large. The
person I am meeting has never been there before.

Perhaps the public phones by the escalators, just opposite the front
entrance? (as far as I remember). You can always direct him/her to the usual
"meeting point" sign or the WHSmith bookshop (I've always seen one at every
British train station --- sorry if I exaggerate a bit, folks!)

How about Burger King? There's only one, it should be easily recognisable
to both of you even if you don't know the station, and it is on the same
level as the platforms so there is no risk of confusion between the
different escalators leading up to street level.
It is situated at the west end of the main, lower level of the station, ie
the one below street level. If you are coming out of the Underground, turn
left when you leave the Underground station and enter the railway
station, and it's more or less in front of you, a few hundred feet ahead.
Likewise if your friend turns right when they leave the Stansted Express
platform and keeps going, they'll come to it.
I have a feeling there is some special rule that allows you to use this BK
as a waiting area even if you haven't bought BK food, so you can get a
better coffee from the outlet next door.

I would suggest under the arrivals/departure indicator board that
hangs across the main concourse near the main entrance to the
Underground station and the stairs up to the bus station and the
Liverpool Street exit. I don't think it's possible to make a mistake
about them. As far as I know the Stansted Express usually comes in at
that side of the station.
Just one thought: the train has been replaced on Sundays by a bus for
a good long while - check whether that's still happening and whether
your friend might be affected. If so a good place might be by the war
memorial on the upper level by the bus station, which is at the top of
the staircase I mentioned above.
