But none of them deal with quite the issues addressed here. (There's no
way of eliminationg the trolls, and theirs are the only truly "off
topic" posts - I agree we should not respond to them, but people do.)
Considering the diversity of the posters participating, apparently most
of us consider discussion of international relationships apropos to a
group about international travel. Complaining about other posters just
adds more off-topic threads, it's not going to eliminate the
discussions.

Not quite true. In the past, and to some extent today, one can still
complain to a poster's ISP that he posts wildly off-topic per the
charter (for groups that have a charter) and is disruptive to the
normal course of the group, and the ISP will yank the poster's
account.
