The "Paris Plage" (Paris Beach) operation is actually more a symbolic thing
than anything else.
Traffic has been banned on a section of the Seine for about one month last
August if I remember well.
It was a good promotion operation, but not something really significant as
far as traffic is concerned since traffic is low in August anyway.
The municipality's main efforts to improve traffic conditions has been
actually to improve public transportations.
In boulevards and avenues wide enough for this, a "corridor" has been
reserved for buses and taxis. Metro traffic has also been made more frequent
at night. And a tramway should be built around Paris in a few years (study
is on the way). In a way, Paris did the opposite of what's London is doing
now. We'll see in a few years which one has been better.
Oh, unfortunately nothing guarantees that strikes in the Parisian bus
company will be less frequent

Hardly a "city"! Hamlet or village comes closer but there are several towns
in Switzerland that are "car free". Is not Zermatt one of those even if it
is a bit of a fake if you live there?

Venice doesn't really qualify. I've seen plenty of cars on the
periphery while riding the vaporetto.
And let's not try to claim any cities under 50,000 please. I'm not
interested in villages.
