I'll be arriving there on a Saturday morning 7:30 AM and leave same day 1:30
PM. Any idea what one can do there? Is there a short London city tour so
early in the morning or enough time to go somewhere outside airport? Any
opinions/suggestions are welcome!

Keep in mind that by the time you go through airport procedures it
will might be more like 8:00-8:30 AM, and you will probably want to be
back at the airport two hours before your flight. Just going from
Heathrow to Central London and back would use much of the remaining
time, with almost no time left to tour anything. That's a lot of
hassle for very little reward. I'd recommend staying in the airport.

That's an annoying amount of time. You can't really go anywhere, so
you might as well read a book somewhere.
If you feel like, there is a chapel you can pray/sleep in.

Hmm. that is quite tight. If you have £60 or so to spare, you could
get a taxi to take you to town and see a couple of sites and then back
to the airport, without getting out more or less. At least its a
change of scenery and the driver will make sure to get you back in
time.

Windsor and/or Eton maybe do-able.
20 minutes taxi, and about 45 mins seeing the castle etc.

A good recommendation!
There used to be a direct bus from Heathrow that got you to Windsor quite
quickly.

Don't get a black cab though, they'll rip you off. Google for a Windsor based private
hire taxi company.
